Parish Council Meeting of 21st July 2016

Written by Anne Rayner.

The Parish Council meeting on 21st July 2016 was attended by Councillors Brian Frith, Beverley Humphreys, Andrew Coleman, Gilly Barnes, Graham Gale, Sarah Allen and Dawn Welsby. Also present were the clerk and six members of the public.

Some of the main items discussed at the meeting are mentioned here. Full minutes of the meeting are available here in draft form until agreed by the Council at the next meeting (15th September 2016).

The result of the Laynes Farm planning appeal has been received, with the applicant being awarded a further four years of temporary permission. With regard to Hope Valley, the third planning application submitted has been refused but the appeal lodged in respect of the refusal of the first two applications is due to be held at South Norfolk Council on 25 August 2016.

The following planning applications were discussed:

  • 2016 / 1489 – 2 Chapel Close – Councillors had no objections.
  • 2016 / 1487 – Land South of Mill Rd – Councillors objected to this application, for several reasons.
  • 2016 / 1572 – 12 Humphreys Close – Councillors raised no objections to these plans.

Safeguarding Adults Board – Norfolk Safeguarding Adults Board became a statutory provision in April 2015. An awareness week is being held between 12 – 16 September 2016. More information is available on their website www.norfolksfeguardingadultsboard.info/ or contact the clerk.

The Chairman met with Norfolk County Council Highways Officer recently, in order to discuss several issues in the village. Recent statistics from the SAM2 (speed awareness machine) suggest that it does have a positive impact and, with this is mind, two other sites in the village were put forwards for approval, one on Aslacton Road and one on Long Stratton Road. The condition of the road surface and ditches on Tabernacle Lane was also assessed, together with some overgrown hedges encroaching onto the highways. Residents may have noticed that verges have recently been cut back, to aid visibility on rural roads. It appears that this will be the only cut taking place this year.

Two consultations are currently taking place, one is concerning devolution. More information and guidance on how to submit your views can be found at www.eastangliandevo.co.uk. The second relates to the boundary review currently being undertaken by the Local Government Boundary Commission. The aim of the electoral review is to recommend ward boundaries that mean each councillor represents approximately the same number of voters. The consultation is open until 5 September 2016 and residents are encouraged to submit their views, which can be done at www.lgbce.org.uk. If you would like to submit comments but do not have internet access, please contact the clerk.

The next meeting will be on Thursday September 15th 2016. The agenda will be published about a week before the meeting, but if you have any matters to bring to the attention of the Parish Council in the meantime, please contact the clerk, Anne Rayner, on 01508 570700 or by email  .
